AddType application/x-httpd-php .php .phtml
AddType "text/html; charset=windows-1251" .html .htm

*.html без проблем выдает win1251
а вот *.php ВСЕГДА в Western Eurpean (ISO)

замена на строчку типа:
AddType "text/html; charset=koi8-r" .php .phtml
приводит (что и ожидалось) к тому что перестают парситься

ну а замена на строчку: (самодеятельность уже :)
AddType "application/x-httpd-php; charset=koi8-r" .php .phtml
не дает, опять же, кодировки... все iso,iso, iso :)

Спасибо за линк, lavr! уверен, пригодится!!! но пока в моей системе только koi8.. и этого, думаю, пока достаточно. Все-же заставил php выдавать нужную кодировку: помог в этом phpinfo(); который подсказал, что:
[раздел core]
default_charset = no value   :)
ну и добавив этот параметр в php.ini все срослось!

вот так бывает :)
