You can see the declined request here [0]. I have to say that I was
quite busy for the last few weeks but now it should be better and I
hope I will finish the migration to 10.1. branch soon.

It always depends on the maintainer and mainly on the community around
the package. There are some packages with awesome community that
handles all version and other updates and there are some "not so
popular" packages where all the work is just on the packager.
